you have a PC that can successfully download the ReflectDLFull agent but then can't download the installer, I'm not sure what to suggest, other than trying another PC at another location in case you have a proxy server that somehow allowed the agent to be downloaded but doesn't allow the agent to actually retrieve the installer. The activation itself is performed when you actually run the installer on whatever PC you'll be using Reflect with. Entering the license key on the download agent doesn't activate anything it just tells the download agent which installer version to retrieve. For more information on MRAuto. Then you would somehow copy the downloaded installer file to the PC where you actually want to install Reflect and run the installer there. Are you running the download agent on the same PC that you actually downloaded it from, or the PC where you actually want to install Reflect? You need to use any PC that has an Internet connection to download the agent, then run the agent on that same Internet-connected PC to download the actual installer.
